Clark County commissioners have approved a Community Reinvestment Area agreement tied to Electra Aero's planned advanced aerospace manufacturing operation at Springfield-Beckley Municipal Airport, according to a county announcement dated Sept. 30, 2026.

The project calls for an investment of almost $1 billion and about 1 million square feet of manufacturing space on 87 acres within the Green Township Joint Economic Development District at Springfield AirPark. County officials project roughly 1,975 new jobs with average annual pay near $87,000, and they expect construction to begin in mid-2027.

Under the CRA, new buildings tied to the project would receive a full property tax exemption for 30 years. Electra also has separate compensation agreements with Green Township, Greenon Local School District and Springfield-Clark CTC; each is set to receive yearly payments equal to one quarter of the real-property tax revenue it would otherwise collect.

Electra plans to manufacture the EL9 Ultra Short, described by the county as a nine-passenger, hybrid-electric aircraft designed for extremely short runways. The company also intends to base much of its corporate leadership in Clark County.

County officials said the project qualifies as an Ohio Megaproject, the first in Clark County. Commission President Sasha Rittenhouse characterized it as a major opportunity for residents and a boost to the airport's advanced air mobility sector. Deputy Director of Development J. Alex Dietz credited collaboration among Electra and local partners and said the company has shown a commitment to the community.
