Clermont County officials plan a ceremonial groundbreaking at 10 a.m. Tuesday, Nov. 10, for two neighboring construction efforts off State Route 222 in Batavia. The event is scheduled for 4009 East Filager Road, and the county says residents may attend.
The projects are Filager Campus Improvement Phases 2 and 3. According to the county, they will add offices for its Facilities Management Department, the County Engineer and Clermont Transportation Connection, the public transit service. Phase 2 carries a $9.8 million price tag and is paid for with county capital.
Demolition of several existing buildings began in June, and the building is intended for Facilities Management and the Engineer. Phase 3 is budgeted at $3.3 million, with federal and state grants as the funding source. A construction contract was awarded in October, and work was expected to start in the week of the announcement.
That building will house CTC dispatch operators and staff.
Cincinnati-based Graybach LLC is the contractor on both phases. The county expects Phase 2 to be complete in September 2027 and Phase 3 in December 2027. The work follows Phase 1, which delivered facilities for Highway Operations and Fleet Maintenance and was finished in late 2024. The county describes the projects as part of a long-term capital plan to modernize the 143-acre Filager campus, which also contains the jail, municipal court, sheriff’s office and animal shelter.
