Clinton County has placed a natural gas aggregation question before voters residing outside incorporated municipalities, according to a county announcement dated Sept. 23, 2026.

Under the proposal, the county and its townships would be permitted to pool the demand of eligible natural gas customers, aiming to obtain pricing and contract terms through group purchasing rather than individual negotiation.

Only voters in unincorporated portions of the county would decide the question. Residents of incorporated municipalities would not participate.

If approved, the measure would grant the Clinton County Commissioners authority to set up the program. Participation would work on an opt-out basis: eligible customers would be enrolled automatically unless they decline. Suppliers would send an opt-out letter before enrollment covering price, terms and conditions, and how to leave the program. State rules also permit penalty-free opt-out, the county said.

The county noted that customers would retain the ability to select a different natural gas supplier.

County officials said the concept mirrors existing electric aggregation in Clinton County and urged unincorporated-area voters to review ballot language and program details before casting ballots.
