Gov. Mike DeWine and regional economic-development leaders gathered in Springfield on Wednesday, Oct. 28, 2026, to mark Electra’s planned aircraft plant at the National Advanced Air Mobility Center of Excellence, according to the Springfield News-Sun. The Virginia-based company intends to build the EL9 Ultra Short, a nine-passenger hybrid-electric aircraft designed for very short runways, and place its corporate leadership in Clark County.

Electra plans an $850 million investment in a 1-million-square-foot facility on 87 acres in the Green Twp. joint economic development district. The project’s estimated total cost is at least $850 million, with $680 million for construction and business fixtures and $170 million for machinery and equipment. Electra estimates as many as 1,975 jobs and $181 million in payroll; the state classifies the project as a mega-project. The company selected Springfield in July at the Farnborough International Airshow as the site of its first EL9 Ultra Short production facility.

Local incentives include a seven-year Springfield employment agreement that shares 50% of taxes generated in the Springfield AirPark JEDD. Clark County commissioners previously approved a Community Reinvestment Area granting a 100% property-tax exemption for 30 years to build the facility and relocate headquarters. Agreements call for the township, Greenon schools and the Clark County Career Center to each receive one-quarter of the real property tax revenue they would have received.
