CLEVELAND — The Cleveland City Planning Commission met Sept. 4, called to order near 9:19 a.m. and adjourned around 12:30 p.m., with a quorum and all six members present, according to meeting notes.

Housing drew the most discussion. Knez Homes won unanimous approval to reduce street build-out coverage for its East 67th Street project to 40% from the form-based code standard of 65%, a change zoning staffer Nick Tarpey attributed to 16-foot-wide houses on 40-foot lots. Project representative Gillian Hall described 10 houses total, with five on adjacent lots in phase one, each 1,300 square feet, three bedrooms and two bathrooms upstairs, and laundry, closet and powder room downstairs.

City planner Adam Davenport said the larger initiative spans 20 single-family homes across St. Clair and Hough, along with home repairs and two storefront renovations. Vice Chair August Fluker commended the smaller-home approach.

The commission also gave conceptual approval to the Haus of Transcendent housing and community services project, approved an eight-person residential care facility at 6805 Clark Ave., and cleared a Puerto Rico flag mural and accompanying history plaque at CentroVilla25. Hopkins airport's parking structure advanced in concept, contingent on explaining cost and its tie to other airport renovations, with members urging early artist involvement.

Vision Zero coordinator Cameron Roberts said $1.64 million in ODOT funding covers pedestrian safety upgrades at 18 locations: seven new crossings and improvements to 11 existing crossings or intersections. Total construction is just under $2.1 million, with about $455,000 from the city, and work is expected from July through October 2027.

Nirvana Dispensary at 4002 Jennings Road, a 4,200-square-foot building with 32 parking spaces, was approved unanimously.
