Cleveland 19 News reported on Oct. 22, 2026, that Issue 11 in Cuyahoga County would fund the county-run Department of Health and Human Services. According to the county, 500,000 people use HHS services daily, with needs spanning child welfare and senior meals.

The ballot measure would renew the existing 4.7-mill levy and add 2.5 mills, the station reported. That produces a total levy cost of $196 for each $100,000 of a home's value.

County Executive Chris Ronayne appeared at a rally supporting the levy, saying it is about ensuring a senior is fed and a child in board and care is housed. Advocates told the station that approval would avert millions of dollars in cuts to senior meals and transportation, child welfare and protections, homeless services and mental health programs. David Merriman, who advocates for the measure, warned that failure would leave fewer services as demand grows, including senior hunger, shelter and child protection programs.

Cleveland 19 News reported that it spoke with more than 15 voters on Thursday, all of whom backed Issue 11. The outlet also noted social media objections from people unhappy about a renewal and an increase at the same time.
